Bilingual Education and Disabilities

I came across this article in Psychology Today last night and found it very interesting. It discusses bilingual education for children with disabilities and the idea that it is more difficult for them to learn in more than one language. It goes on to discuss how the severity of the disability impacts the access to bilingual education, the more severe the disability, the more likely the child receives education in only one language. According to the article, bilingual education should be provided to children with disabilities.

I find the idea that bilingual education should not be provided to children with disabilities conflicting with the intent of IDEA and the basis of an IEP. The IEP should consider the individual needs of the child. If the child needs bilingual education and would benefit from it, why is it not being considered.
